I'm going to install digi gprs module, how to ensure all power is off?

You will need to isolate the panel by switching off or removing the fuse from the local spur. I would recommend seeking assistance from a qualified electrician if you are uncertain on how to do so. You will also need to remove the screw from the battery cover and unplug the battery.
