Can I use this device to connect my smart TV with HDMI output to my Bose Mini II speaker with 3.5mm Jack Audio input.

I would not recommend this adaptor for this purpose. You would be best using a 3.5mm jack to 3.5mm jack and connecting it to the headphone socket of the TV. Alternatively an optical cable would provide the best quality if your TV and Bose speaker have the option
